Neighbors left concerned after man shot, killed by Richmond officer in Church Hill

RICHMOND, Va. (WRIC) -- One man is dead and the Richmond Police Department is investigating after a reported mental health incident ended with an officer shooting and killing a man Tuesday night.

The shooting happened the evening of Tuesday, Oct. 15, in Church Hill close to the intersection of North 29th and East Broad streets -- which, along with several other streets, were closed after police shot a man after they responded to "a call for a mental subject with a knife."

Police identified that person as 36-year-old Kyle Harris of Richmond. He later died as a result of his injuries early Wednesday morning.

Now, residents who live nearby where the violence erupted are voicing concerns.

"Last night, there was a big disturbance out here -- many cop cars, ambulances, fire department," a neighbor told 8News, describing what they saw as the police responded to the violence that had unexpectedly unfolded.

Police received the call around 7:30 p.m., with officers being told that the man had allegedly been threatening people with a knife earlier that day.

"I think there was concern from neighbors because there was uncertainty about what happened," said another neighbor.

According to Richmond Police, Harris was inside a house with an unidentified woman, who was shouting that she could not escape. After attempting for several minutes to negotiate with Harris, officers said they heard screams and went inside.

After officers entered the house on East Broad Street, Harris was shot.

Police reportedly found an object that is only being identified as an "edged weapon" at the scene.

A third neighbor said that she hated that this situation had to end so tragically.

"What other ways can we de-escalate, negotiate and come to a peaceful resolution in that moment so everyone can get the help that they need?" she asked.

It is unclear what the relationship was between Harris and the woman, but police say that no one else was hurt.

The officer who shot Harris is on leave -- which is standard -- pending an investigation. Due to department policy, their name is not being released at this time.
